Regulation 45 requires registered managers to review the quality of care provided in children's homes at least every six months and submit a written report to Ofsted. These reports should evaluate how the home meets the quality standards, identify areas for improvement, and outline actions taken or planned. This training will break down the core components of a robust Regulation 45 report, highlight best practices for meaningful evaluation, and offer practical tools for collecting, analysing, and acting on feedback from children, families, and professionals. Participants will review examples, practice writing evaluative commentary, and discuss how to ensure reports drive positive change and accountability.

  • To strengthen the capability of residential care leaders and staff to produce insightful, evidence-based Regulation 45 reports that not only meet statutory requirements but also drive continuous improvement, promote accountability, and enhance the lived experiences and outcomes for children in care.

  • The objectives of this course are for participants to:

    • Explain the purpose and statutory requirements of Regulation 45 under the Children’s Homes (England) Regulations 2015.

    • Identify key elements that must be included in a Regulation 45 report.

    • Analyse how to gather and evaluate evidence from multiple sources, including children, parents, staff, and professionals.

    • Demonstrate how to assess patterns, trends, and outcomes to inform practice development.

    • Understand how Regulation 45 links with Regulation 44 (Independent Visits), internal audits, and the home’s Statement of Purpose.

    • Plan and schedule effective reviews, including timelines, consultation methods, and reporting formats.

    • Develop action plans that are SMART (Specific, Measurable, Achievable, Relevant, Time-bound) and linked to quality standards.
