This training session provides a practical and reflective exploration of how to confidently manage low-level concerns in line with organisational policies and the statutory safeguarding framework. The session supports teams to understand the purpose and power of a low-level concerns policy, how to use it as a preventative tool, and how it links to wider safeguarding, professional boundaries, and whistleblowing. Real-life scenarios and group reflection help embed a culture of transparency, accountability, and safety — creating environments where concerns are raised early and children are better protected.

  • This training aims to equip participants with the knowledge, confidence, and practical skills to effectively manage low-level concerns in residential and supported accommodation settings. It supports the development of a safeguarding-led culture where early observations and concerns are raised appropriately and without fear. By focusing on the purpose and implementation of a low-level concerns policy, the training promotes openness, accountability, and professional curiosity, helping teams to prevent harm, maintain safe boundaries, and strengthen trust within the care environment.

  • The objectives of this course are for participants to:

    • Define what constitutes a low-level concern and how it differs from safeguarding allegations or complaints.

    • Identify a range of behaviours that may raise a low-level concern, including early indicators of boundary-crossing or inappropriate behaviour.

    • Understand their roles and responsibilities under the low-level concerns policy, including what, when, and how to report.

    • Demonstrate how to record low-level concerns factually, professionally, and in line with organisational procedures.

    • Explore the links between low-level concerns, professional standards, safer recruitment, and safeguarding culture.

    • Reflect on how to support a team culture where speaking up is normalised and concerns are seen as part of protective practice.

    • Apply learning to realistic scenarios, reinforcing understanding of thresholds, judgement, and appropriate action.
